Dear LBPM Julie Cross, Robert Lopata, Gregg Bernstein, Brandon Stein, Brian Theobald, Ccam, Salle Yerumyan, Greg De Rubeis, et al:
My rent checks read “payment under protest” because you have still not fixed or repaired my intercom as required by the email from the County of Los Angeles [Environmental Health Department] circa December 2015, and as required by applicable city, state and federal law, and you have not provided me with the tandem parking stall as requested, nor have you provided me with the rent reduction and damages due to reduction in housing services, nor have you provided me proof as to which tenant was assigned to and parking in parking stall #8 from April 2010 thru March 2014.
STOP THE BULLSHIT, LBPM!
In addition there is a substantial amount of debris on the property for some time which attracts roaches and other vermin. Please have this taken care of or I will report it to the County Health Department. I attach two pictures of the debris.

[Editor note: The city of Los Angeles claims they have no jurisdiction over the intercom system at 1522 Hi Point Apartments. But similar to the corruption in Oakland code enforcement, it is the city HCID department that assumed jurisdiction of the intercom keypad system in a city rent increase hearing in October 2015; it is also the city who granted the certificate of occupancy to the building in 1972, such city decision that authorized the parking stalls and intercom system. The question of illegal occupancy is still being debated at the property due to code enforcement discrepancies and lack of primary renovation checklists and lack of notification to the Air Management Quality District. The city code enforcement in some cases granted final approval to apartments where no work had been done.]

The State of California ‘shall not discriminate’ is a mandatory duty
Under CALIFORNIA CONSTITUTION ARTICLE 1 DECLARATION OF RIGHTS SEC. 31. (a) “The State shall not discriminate against, or grant preferential treatment to, any individual or group on the basis of race, sex, color, ethnicity, or national origin in the operation of public employment, public education, or public contracting. (f) For the purposes of this section, “State” shall include, but not necessarily be limited to, the State itself, any city, county, city and county, public university system, including the University of California, community college district, school district, special district, or any other political subdivision or governmental instrumentality of or within the State. (g) The remedies available for violations of this section shall be the same, regardless of the injured party’s race, sex, color, ethnicity, or national origin, as are otherwise available for violations of then-existing California anti-discrimination law.”
